People often ask this question and wonder why God would allow an evil leader to rise to power.
Here are some things to consider.
Could we truly know the love of God, if evil wasn’t present?
Could we really understand the power of God without the persecution of those evil leaders?
Could we really identify who the one true God is without the presence of the false evil leaders?
When Israel was in Egypt, they suffered at the hands of Pharaoh. Pharoah’s intentions were evil and he afflicted the people with many burdens. This affliction caused Israel to call on God. God sent many plagues, and those plagues were intentionally sent to the people of Egypt to show God's power and prove to both Egypt and Israel that he was the one and only God.
The Egyptians worshipped many God and many of the plagues showed Egypt that the Gods that they worshipped had no power and the true power came from the one true God, the God of Israel. This is where God reveals himself to his people. The very first command that God gives Israel is “I am the Lord your God, who brought you out of the land of Egypt, out of the house of slavery. “You shall have no other gods before me. “You shall not make for yourself a carved image, or any likeness of anything that is in heaven above, or that is in the earth beneath, or that is in the water under the earth. You shall not bow down to them or serve them, for I the Lord your God am a jealous God, visiting the iniquity of the fathers on the children to the third and the fourth generation of those who hate me, but showing steadfast love to thousands of those who love me and keep my commandments.”
This first command is a reminder to Israel who the one true God is and the other Gods have no power.
Paul reminds us that God raised up Pharoah so that he might show his power in him and that his name is proclaimed all over the earth.
Without Evil, there is no way we can truly experience the love of God.
